SAFe Roles: Who Does What Within the Scaled Agile Framework?

The Scaled Agile Framework (SAFe) introduces various roles that help organize Agile at scale. This is particularly relevant for companies with multiple Agile teams, where coordination and strategic alignment are needed without losing agility.

Overview of SAFe Levels

SAFe operates on different levels where roles are utilized:

  1. Team Level – The basic roles such as Scrum Master, Product Owner, and the Agile Team.
  2. Program Level (Agile Release Train - ART) – Coordination between teams within a release train.
  3. Portfolio Level – Strategic alignment and investments within the organization.
  4. Large Solution SAFe – For organizations with multiple ARTs and complex dependencies.

Team Level (Essential SAFe)

At the team level, SAFe largely operates like Scrum, with some extensions.

  • Scrum Master: Coaches the team, removes impediments, and helps apply Agile principles.
  • Product Owner (PO): Manages the Team Backlog and prioritizes work based on customer value.
  • Agile Team: A cross-functional team that delivers working software or other valuable products within Sprints.

🔹 Difference from standard Scrum: In SAFe, teams work within an Agile Release Train (ART), which requires more alignment between teams.

Program Level (Agile Release Train – ART)

An ART consists of multiple teams working together on a shared product or service. This requires additional roles:

  • Release Train Engineer (RTE): Facilitates the ART, supports teams, and assists with PI Planning and execution (comparable to a Chief Scrum Master).
  • Product Management: Manages the ART's shared backlog and determines which features deliver the most value.
  • System Architect: Ensures the technical and architectural guidelines within the ART.
  • Business Owners: Represent business interests and ensure the ART contributes to the business strategy.

  • PI Planning (Program Increment Planning) – Collaborative planning for 8-12 weeks.
  • Inspect & Adapt – An ART-level retrospective.

Portfolio Level (Lean Portfolio Management - LPM)

This level provides strategic direction for Agile initiatives within the organization:

  • Lean Portfolio Management (LPM): Guides the portfolio approach and determines how budgets are allocated.
  • Epic Owners: Lead large initiatives (Epics) and ensure value creation within the organization.
  • Enterprise Architect: Defines technical guidelines and infrastructure at the portfolio level.

  • Lean Budgeting – Flexible budgeting for initiatives.
  • Strategic Themes – Translating long-term business goals into Agile initiatives.

Large Solution SAFe (For complex organizations)

For companies with multiple ARTs and dependencies, SAFe introduces an additional coordination layer:

  • Solution Train Engineer (STE): Similar to the RTE, but for multiple ARTs.
  • Solution Management: Manages the backlog and priorities for the entire system.
  • Solution Architect: Ensures the technical vision and architecture at scale.

Common pitfalls with SAFe roles

  1. The RTE becomes a traditional manager – The RTE should support and facilitate teams, not manage them top-down.
  2. Product Management and Product Owners work at cross-purposes – Product Management defines strategic priorities, but POs must remain involved at the team level.
  3. Too much bureaucracy due to additional roles – SAFe should promote alignment, not slow down Agile.
  4. No clear distinction between Epic Owners and Product Owners – Epic Owners think strategically, POs work operationally.
